Factors to consider:
Desired Speed of Coverage: If you want an "instant" hedge, closer spacing (3 feet) is better. If you're patient and want to save some money, 4 feet or even slightly more will eventually fill in.
Budget: Closer spacing means more plants and a higher initial cost.
Mature Size: Graceful bamboo can reach 18-25 feet tall with a clump diameter of about 3 feet. Even with wider spacing, they will eventually fill in to create a dense screen.
Growing Conditions: Adequate sunlight, water, and fertilization will encourage faster growth and a denser hedge.

What is Clumping Bamboo?
Clumping Bamboo, known as "sympodial bamboo" is characterized by its new shoots emerging close to the mother culms, preventing it from spreading aggressively. Instead, new canes grow from within and around the base of the existing clump. This type of bamboo is an excellent choice for creating hedges or accenting garden features. It can also thrive in decorative pots, though it's worth noting that not all clumping bamboo varieties are suitable for container growth. You can easily control the shape and size of clumping bamboo by pruning its shoots. Keep in mind that some varieties naturally form tighter, more compact clumps, requiring less space than those with a more open growth habit. A significant advantage of clumping bamboo is its low maintenance requirement, primarily because it lacks the wandering rhizomes found in spreading bamboo types (running bamboo).
